On August 20, 2019, the Shanghai Municipal People's Government Order No.19 "Administrative Measures on Management of Lin-gang Special Area of China (Shanghai) Pilot Free Trade Zone" was issued, clearly stating that the Special Area should establish an integrated information management service platform, requiring:
Putting “all government services accessible via a single website” into practice, fully implementing Internet+ Government Services, and providing guidance, consultation and services for enterprises and institutions in the Special Area.
Establishing a comprehensive risk management system and strengthening supervision in key areas. Building a high-standard and intelligent supervision infrastructure to achieve interconnectivity, wider accessibility, and acceptance of the supervisory information.
Challenge 1: Hard to complete the integration and coordination of a large amount of data in a short time
Collecting, optimizing and implementing the procedures from multiple systems of the various agencies, and catering to the unique service lines and requirements of all districts and counties, are daunting tasks. It would take very long to build such a platform in such conditions. It is tough to meet the policy and service requirements of all areas.
Challenge 2: Separate systems are used among delegated agencies, without any unified data standard
There are not any unified data interfaces and standard data types among the integrated platform and the systems of other agencies. Rebuilding the existing systems for compatibility of interfaces may bring huge risks. Furthermore, using agreed data standards and specifications for individual procedures will make it more complex to realize cross-agency ones.
Challenge 3: Approvers have to input data into multiple systems, which are repetitive and complex tasks
Approvers have to input the data into multiple systems or modules, approve the data and check the results, which are complex and repetitive. So the efficiency and quality of user-facing services may be undermined.
As part of the integrated platform project, Cyclone’s AI Government Services Robot bridges the integrated platform and the vertical systems and feeds the process data received from the integrated platform into the vertical systems automatically, thus achieving the process automation of government services.
Taking the full life cycle application and approval of construction projects as an example, the process involves interconnection with 14 vertical agencies to achieve automation of 84 first-level procedures and 107 second-level procedures, including land project initiation approval, construction project permit, construction permit, completion acceptance and so on. All procedures can be automatically applied, approved, and retrieved.
AI Government Services Robot can simulate human operations on various business systems. Users submit application materials altogether, then AI Government Services Robot logs into the relevant business system according to the procedure to be handled, input and submit information, monitor the approval process. Once completed of approval, AI Government Services Robot automatically obtains the results, then logs into the next business system to input and submit the information until the completion of all the procedures.
With AI Government Services Robot, we don’t have to coordinate multiple institutions and build the systems across them. Instead, we only have to spend some time to complete the configuration of the businesses. AI Government Services Robot can shorten the implementation and construction cycle from several years as in the traditional way to only 3 months. The budget will see over 50% cut compared to the conventional way. And AI Government Services Robot can facilitate the data exchange among multiple systems, thus relieving government employees' burdens and significantly increasing their productivity. One administrative procedure can be handled, documented, and approved with 5 times higher efficiency.
