On August 20, 2019, the Shanghai Municipal People's Government Order No.19 "Administrative Measures on Management of Lin-gang Special Area of China (Shanghai) Pilot Free Trade Zone" was issued, clearly stating that the Special Area should establish an integrated information management service platform, requiring:

• Putting “all government services accessible via a single website” into practice, fully implementing Internet+ Government Services, and providing guidance, consultation and services for enterprises and institutions in the Special Area.

•  Establishing a comprehensive risk management system and strengthening supervision in key areas. Building a high-standard and intelligent supervision infrastructure to achieve interconnectivity, wider accessibility, and acceptance of the supervisory information.

Pain Points in Building the Integrated Platform

Challenge 1: Hard to complete the integration and coordination of a large amount of data in a short time

Collecting, optimizing and implementing the procedures from multiple systems of the various agencies, and catering to the unique service lines and requirements of all districts and counties, are daunting tasks.
